Adds .woodpecker.yml mirroring the GitHub Actions release gates: Bun 1.3.10 + latest quality (typecheck, lint, test, build, bin smoke) and Node 20/22 installer smoke. Satisfies the woodpecker status context required by branch protection. Closes bead autoresearch-mcp-d97.
